About the Plan
During his campaign for Mayor, David R. Roefaro acknowledged the need for a new vision for the future of the City of Utica. Once elected, the City’s Department of Urban & Economic Development was tasked with the responsibility of creating a new comprehensive plan for the City. Given the far-reaching scope of a comprehensive plan for a city of this size, a Request For Proposals was developed seeking experienced consultants or teams of consultants. The RFP is unique in a number of ways:
It will be a neighborhood-based plan – assisting those neighborhoods that have started their own planning effort to complete such plans and to provide a framework under which additional neighborhoods can advance similar plans consistent with the comprehensive plan;
This will be a collaborative effort between the City, the School District and local not-for-profits;
The plan wil recognize the historic population loss due to state and national trends, identify and build upon the competitive advantages inherent in the City and use cutting-edge techniques to shape the future of our community.
